Headquarters, U.S. Army Cadet Corps

 

The HQ, USAC staff is structured in accordance with FM 6-0, Mission Command: Command and Control of Army Forces, with a few exceptions which are unique to Cadetting. Each member is responsible to continuously provide information to the Commanding General, U.S. Army Cadet Corps (CG, USAC), keeping him abreast of the "big picture."

The CG, USAC is in overall command of the USAC and is responsible to the USAC Board of Directors for the progress, efficiency and fiscal accountability of the Corps of Cadets. He is supported by a Personal Staff Group, Special Staff Group and a Coordinating Staff Group. The USAC is structured to combine the Personal Staff Group and Special Staff, defined by FM 6-0, into a single staff in support of the CG, USAC.

The specific positions within the CG, USAC Personal Staff Group are:

  • Deputy Commander: The Deputy Commander provides support to the CG, USAC, chairs a variety of Boards and Committees and officially represents the CG, USAC when assigned.

 

  • Command Sergeant Major (CSM): The Command Sergeant Major is a member of the CG’s personal staff by virtue of being the senior noncommissioned officer of the command. The CSM is responsible for providing the CG, USAC with personal, professional and technical advice on enlisted soldier matters and the noncommissioned officer (NCO) corps as a whole.

 

  • Senior Cadet Advisor (SCA): The Senior Cadet Advisor is a member of the CG’s personal staff by virtue of his being the senior Cadet noncommissioned officer of the command. The SCA is responsible for providing the CG, USAC with insight to the needs of the Corps of Cadets as a whole.

 

  • Executive Officer (XO): The XO directs staff tasks, conducts staff coordination and ensures efficient and prompt staff response from the CG’s personal staff, freeing the CG, USAC to concentrate on planning and execution of the USAC mission.

 

  • Aide-de-Camp (ADC): The Aide-de-Camp serves as a personal assistant to the CG, USAC, providing for his personal well-being and security, and relieving him of routine and time-consuming duties. The Aide-de-Camp helps prepare and organize schedules, activities and calendars; prepares and executes trip itineraries and coordinates protocol activities.

 

  • Judge Advocate General (JAG) and Staff Judge Advocate (SJA): The Judge Advocate General and Staff Judge Advocate are the CG’s personal legal advisors on all matters affecting the good order and discipline of the Corps of Cadets.

 

  • Chief of Chaplains (CHC): The Chief of Chaplains is responsible for providing a spiritual presence within the Corps, advising the CG, USAC on the religious, moral and ethical needs of the Corps.

 

  • Inspector General (IG): The Inspector General is the personal staff officer responsible for advising the CG, USAC on the overall welfare and state of discipline of the Corps. The IG is a confidential advisor to the CG, USAC.

 

  • Director of Health Services (DHS): The Director of Health Services is the special staff officer responsible for coordinating health assets and operations within the Corps.

 

  • Director of Special Projects (DSP): The Director of Special Projects oversees and executes a variety of short- and long-term projects which support the Corp’s strategic plan.

 

  • Chief of Staff (CofS): The CofS is the CG’s principal staff officer. He directs staff tasks, conducts staff coordination and ensures efficient and prompt staff response. The CofS oversees coordinating and special staff officers. He does not necessarily oversee the CG’s personal staff officers, although he regularly interacts with them. The CG normally delegates authority to the CofS for the executive management of coordinating and special staff officers.

 

The HQ, USAC staff includes Coordinating Staff Officers who coordinate actions for the CG and Special Staff Officers.  Coordinating staff responsibility includes ensuring that the Special Staff Officer or section has personnel, logistics, facilities and proper support.  They coordinate actions and taskers for Special Staff Officers across the entire staff, as necessary, and keep the Chief of Staff informed of the Special Staff Officer’s actions.  The specific positions within the Coordinating Staff Group are:

 

  • Deputy Chief of Staff for Personnel (DCS, G1):  The DCS, G1 is the principal staff officer for all matters concerning human resources (military and civilian), which include personnel readiness, personnel services and headquarters management. The DCS, G1 is responsible for screening and approving officer, NCO and instructor application packages; maintaining CADTRAK; issuing ID cards; and providing tools to facilitate online enrollments and a host of other administrative support duties.

 

  • Deputy Chief of Staff for Operations (DCS, G3):  The DCS, G3 is the principal staff officer for all matters concerning unit and corps operations.  DCS, G3 provides tools and guidance to assist with the effective and efficient formation and operation of units throughout the Corps; develops and distributes plans and policies to ensure compliance with U.S. Army standards, as well local and federal laws; and plans and executes – in conjunction with DCS, G7 – the Annual Training programs, Leadership Symposium, participation in Army events and other outreach activities.  

 

  • Deputy Chief of Staff for Logistics (DCS, G4):  The DCS, G4 is the principal staff officer for coordinating the logistics integration of supply, maintenance, transportation, and services for the command.     DCS, G4 also oversees the Army Cadet Exchange Service.

 

  • Deputy Chief of Staff for Strategic Communications (DCS, G5):   The DCS, G5 is responsible for understanding and fulfilling the information needs of the Corps, the Army community and the public. The DCS, G5 acts as a liaison between the USAC and the Office of the Chief, Army Reserve (OCAR), National Guard Bureau (NGB) and the Association of the United States Army (AUSA).

 

  • Deputy Chief of Staff for Training (DCS, G7):  The DCS, G7 is the principal HQ staff officer for all matters concerning training and education throughout the Corps.   DCS, G7 provides training materials for use during unit-level training as well as AT; coordinates specialized training programs for officers and Cadets; executes the Officer Candidate School programs and interfaces with various commands throughout the Army to continuously enhance and update the USAC’s training programs and standards.
